Can someone please point me in the right direction.  I've seen a Word doc
that has a menubar with buttons on it.  When a is clicked, it brings up a
selection of items to pick and then goes one more sub level and then a
selection is made, that "standard text" is inserted into the doc.

Sorry I'm so ignorant about this but would sure appreciate knowing
information on how to make this.

Thanks.

The function is called AutoText, and you don't need a custom toolbar to use
it.  Start here:
http://word.mvps.org/FAQs/Customization/AutoText.htm

Once created, you put the AutoText on toolbars as you would other commands:
http://word.mvps.org/FAQs/Customization/AsgnCmdOrMacroToToolbar.htm

AutoCorrect is another way of entering standard text:
http://word.mvps.org/faqs/customization/AutoCorrect.htm

And just in case this is actually your question:
"How do I create a template that makes it easy for users to ³fill in the
blanks², without doing any programming?"

It sounds like you're describing AutoText. See

As Daiya and Jay have said, what you're talking about is AutoText. To add to
the links they gave you, here's another useful one:
