Normal.dot Does Not Update on Exit

When I exit Word 2003, changes to my toolbars and styles are not being
updated in normal.dot. That is, when I re-open Word, the changes are no
longer there.

The document template (Tools, Templates and Add-ins) is shown as Normal.

To simplify matters in my test I removed all templates from the both my
templates folder and the Startup folder. I was unable to get Word to even
_create_ a normal.dot until I held down the Shift key and chose Save All.
Now that it's there, I'm unable to make effect changes unless I again hold
down the Shift key.

Is there a setting that needs to be changed for this to work properly?

I found the solution to this problem. It is caused by Adobe Acrobat Pro 7
and its .com add-in.

To fix this behavior you must remove the .com add-in (thus losing its
functionality!). It requires going into the following registry key
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Word\Addins\PDFMaker.OfficeAddin]

and changing the subkey called "LoadBehavior" from a value of 3 to 0.

1.    Make the registry change.
2.    Make the changes to normal.com.
3.    Close MS Word after changing normal.com.
4.    Change registry settings back to "3".
You will have full functionality of the Acrobat 7  .com add-in. Should you
need to change normal .com, repeat this process.
