If Word works properly when you start it with the /a switch, then this
indicates a problem with (a) Normal.dot, (b) the Registry, or (c) an add-in

I followed the document you suggested and I also followed several others, all
to no avail.
They all talk about the data key in the registry (which I deleted) the
startup folder (which is blank anyway) and the normal.dot file.
I have done all the above but still the same. But again this is happening
with new users with blank profiles, so in most cases there is no normal.dot
file or anything else saved to their profile, even after their profile is
created and I do the above, the problem remains.
The above affects PC users using local office installations as well as
citrix terminal users accessing office via citrix servers.
Anything else I can try?

On the problem PCs... When you choose Tools - Options - File Locations, is
the location for User Templates located on their own computer, or elsewhere
on the network?

Thanks for your response, on the pc's and indeed on the servers the user
templates is set to the default location ie C drive. The only change made to
the default file locations is for the work group templates which points to a
network location.

This is very perplexing. If using the /a switch "solves" the problem, then
the problem should be in the registry, an add-in (e.g., in Startup) or in
Normal.dot.
The fact that creating a new profile doesn't solve the problem suggests that
it's not in the registry and it's not normal.dot, since a new profile would
create virgin versions of both.
Just for kicks... try setting the "Workgroup templates" file location to
something neutral, i.e., a location that doesn't contain any Word templates
or add-ins.

I managed to resolve this issue, totally by chance. I went into customise
toolbars
by right clicking on the main toolbar, I then selected each of the active
toolbars to and then manually reset them.
Once the above was done the File & Tools menus worked, however on exiting
word it requested for the normal.dot file to be resaved based on the changed
settings, I could not do this as the normal.dot file was in use by other
users. so I saved it under another name, kicked all users off that were
using the original normal.dot and then replaced it. Now the menus work fine.
So the normal.dot file that was the problem was the one held in the
workgroup templates location, and the one held in the users profile was just
a copy of this template which is why deleting the template in the users
profile made no difference.
Well it all works fine now so thats all that matters.

Why do you have multiple users using the same normal.dot file? That defeats
the purpose, which is called "user customization". A disctinct Normal.dot
should be on each user's own computer, stored in the User Templates location
(Tools - Options - File Locations). Shared templates should be in the
Workgroup Templates location (also found in Tools - Options - File
Locations).
If you have multiple users sharing the same Normal.dot, you're asking for
trouble, and frustration.
