Surely, without manually editing the normal.dot file, there is a way for Word
to save the position multiple toolbars under the standard toolbars such that,
when Word is opened again, the toolbars remain in their previous positions.
My problem is that I get the added toolbars positioned in three rows, all
nice and neat under the default ones. I then exit Word and say yes to
changes to normal.doc. But the next time I open Word, the added toolbars are
reordered on four lines.
Is there a way, without manually editing the normal.dot file, to lock the
position of the toolbars?

There is no way I know of doing this without a macro (or three). They do not
need to be in the normal.dot file.
