This may be a trivial thing, but I miss my "Office Toolbar" that I had on
Office 2000.  I can't find it to put it on 2003.
Does anyone have a suggestion how I can put a little toolbar on my computer
that will always show whether I use Word, Excel, PowerPoint, etc?

The Office Toolbar has been discontinued.

It isn't quite the same but you can make a replacement in Windows. Right
click on an empty area of the Taskbar and select Toolbars > New Toolbar from
the popup menu. You will then get a dialog to select a folder to turn into a
toolbar. If (before you start) you create a folder with the shortcuts you
want in it you should have something usable. You can dock it, auto hide it,
make it always on top, etc.
