I have never seen anything such as you describe in Word. If you select a
text box or frame, you'll get a hashed border, but I've never seen any sort
of dotted-line borders except when text boundaries are displayed (Tools |
Options | View), and these don't indicate where the cursor is.

pretty sure this was not something I recognized!
