One of our users gets the full menus on the drop-down menus instead of
the short menu with the full menu after a short delay.
She has gone into Tools / Customize and checked the option to Show
full menus after a short delay, but she always gets the full menu.
Is there a way for her to get the short menu before the full menu?

Most people I know find these very frustrating, but to each his or her
own...
Does she have always show full menus also checked?
Tools > Customize... > Options

"Show full menus after a short delay" is effective only if you have "Always
show full menus" disabled.

She does have "Always show full menus" unchecked. Show full menus
after a short delay is checked. It's not working.
