Toolbar not available

I have created a template using Fill in Fields and Text Form Fields. This
template is generated through WinBEAT software program via an EXPORT
function. You select the template, export, fill in's prompt you for
information and the document has been filled in and completed. However when
the document is complete the word window has no toolbars showing. The only
right mouse click options available are to RESTORE, MINIMISE, CLOSE, or
double clicking on the rulers brings up PAGE SETUP and right click on the
contents of the template gives the standards right click options. Bottom
right hand side of word window gives me options to change the document view.
There is nowhere to enable TOOLBARS as you would normally have. Instead I
have to CLOSE or X from the program which will then allow me to SAVE and then
when I reopen the doc I have full toolbars. I have asked WinBEAT software
support for assistance and they say there is no problem when the EXPORT i.e
all Toolbars show up. They keep referring me back to MS as it is a setting
that needs to be changed. I have no idea where to find the SETTING to correct
this problem. Every PC in the office has the same problem. Please help.

I should add we are all using Office XP Pro and either Word 2002 or 2003.
Also when I refer to TOOLBARS I also mean to include all MENUS etc.

Thanks Jay, I've read and followed the instructions in the document below
however this hasn't solved the problem. Also I have Word 2002 SP3.

I should mention that if I only have Text Form Fields in my template and not
combined Fill In Fields (and vice versa) the menus/toolbars all show up upon
export no problem.
