My toolbars wont stay in the same place

Every time I open a new Word document, I have to my standard and formatting
tool bars are on the same line.  I always have to move the formatting toolbar
underneath the standard toolbar to create two rows.  I exit Word and go right
back in and the toolbars are on the same row again.  How can I make it save
the setting so that the toolbars are in the two rows?

Do you have the option to show them on two rows selected on the Options tab
of Tools | Customize?
