no toolbars in normal template

My lurking here has proved so rewarding that I must finally ask my own
question.

I saw Word create a virgin Normal template.  When it opened, there was
neither a standard or formatting toolbar, nor were there the checkboxs
in the dialog for having certain toolbars appear or no.  However, when
I attached an add-in with my customizations, everything was sweetness
and light.  Although I don't need to distribute this template, we all
know that I'll forget about the issue in a year and have to do this
again if I can't fix it now.

I'm running Word W2K build 9.6.6926, SP3--OS is W2K v5.0, b2195, SP4.
My PDF add-in is 5.0 w/ Acrobat at 5.0.5.  I don't think that the MVP
article addressing the same symptoms does applies as I am not dealing
with visibility or maximizing the window.

I'm not sure I understand all the circumstances you're describing,
here...

If you start Word in Safe Mode (winword.exe /a in Start/Run) do you see
the Standard and Formatting toolbars (in one line)?
