Cannot use ruler for tabs and margins

Hello all

In Word 2003 (SP2) I cannot place tabs by clicking on the ruler, and I
cannot move the margin indicators.

What could be going on?

If you hold down CTRl when starting Word, to go into Safe Mode, can you
do these things?

When I test Word 2003 (SP2) I have no difficulty moving the "thingies" in
the Ruler.
