The problem is that you picked the wrong folder. No template is ever
loaded from anywhere within the Program Files folder. To affect the
styles for new documents, do one or both of the following:
- Modify the styles in Normal.dotm and save it in
%appdata%\Microsoft\Templates
which is where the original copy created by Word is stored.
- Modify the styles in a new template other than Normal.dotm, store
that in the same folder, and select it explicitly in the dialog you
reach from Office button > New > My templates. This is the preferred
method, because Normal is intended as a personal scratchpad template
for each user, and overwriting it with a company template is a Bad
Idea.
For completeness: The folder you used should contain only a virgin
copy of the file Building Blocks.dotx. If the 'working' copy of that
file is accidentally removed from the folder
%appdata%\Microsoft\Document Building Blocks\1033, Word will make a
new one by copying the original from the Program Files folder.
