Our software makes use of two types of toolbars:
1) Those create in a dot file that is installed in a User's Startup
folder
2) A floating toolbar created in a specific document (this was done
so that the functionality of the macro linked to in the toolbar is
only available when opening a specific document)
When using our software on my machine that has Office 2007 installed,
I can see both types of toolbars and use them. A few days ago, one of
our users reported not being able to see the document specific
toolbar.
To test her system, I then created a toolbar in a document with a
toolbar and put Word toolbar buttons on it, (Open, Save, etc.). On
opening that document, she couldn't see the toolbar.
Is there possibly a setting on Word 2007 that she can change to allow
a document specific toolbar to be displayed?

Alas, that will not work. The thing is, on versions of Office 2007
that we've tested the toolbar does show up. There must be a setting
on our client's Office 2007 that's preventing this toolbar (and any
document specific toolbar) from displaying. I think I'm going to
recommend she chat to Microsoft and get them to sort it out...

I don't know if I'm explaining this correctly but it's not a specific
document. Basically you can take any document and add a toolbar (by
going to Customize->Toolbars->New and then selecting the document
instead of a template using Office 2003).
Our Vista users will not be able to see this toolbar in Add-ins.
Basically it seems to be a bug in Office 2007 as only some users are
reporting the problem.

I have been experimenting :)
I made a document as you indicated and added a toolbar to it. I saved it and
then opened it in Word 2007 - no toolbar.
I moved it to the trusted templates folder and opened it - no toolbar
I created a new document from it - no toolbar.
I opened it in Word 2003 and changed the toolbar from default buttons to
buttons and text
I repeated all the tests - toolbar appeared.
I opened it again in Word 2003 and removed the text, leaving the icons - the
toolbar still appears.
What this proves I cannot imagine :)

I've been following this thread and it appears I have a related
problem when using Word 2007.
When I use Word Options => Customize and add a toolbar button, the
only "choice" I have is "For all documents (default)". How do I make a
document-specific toolbar?

You need to have the document (and only that document) open. It does not
work in compatibility format documents.
Any command buttons you add to the QAT relating to the document are only
shown when the document is open.

Compatibility documents cannot store the new Word 2007 formats and QAT. If
you want toolbars in compatibility documents then you will have to create
them in an earlier Word version. The tools should then be available via the
add-ins tab of 2007. See http://www.gmayor.com/Toolbars_in_word_2007.htm
