Setting default toolbars in templates

I have gone through the MS help cite and have not been able to find a
way to set my favorite toolbars to remain permanently attached to the
template I use.  The help file told me to go to templates and add-ins
and to select Toolbars.  But no toolbar ever shows up there no matter
which template of file I choose, yet I know that the templates I use
have associated toolbars -- just not the ones I want.  Thanks MVPs!

Sorry I was not clear.  I am running Word 2003 and Adobe Pro 8.1.0 in
case that makes a difference.

I can make the changes to which menus are visible (using tools >
customize > toolbars / reset) and as long as I remain in Word (even if
I write out the current buffer and delete it and then open it again).
 But as soon as I exit Word the toolbars change back to some default
setting next time I launch Word and open the file.  I have tried to
attach the toolbars I want to the template (normal or others).  When I
hit reset toolbars it looks like it does it but it does not stick.

This looks like the add-in templates are resetting things.

I tried to make the change through templates and add-ins > Organized >
toolbars, but no toolbars appear in the Toolbars tab no matter which
file I open.

Toolbar information is stored in the registry. The registry key may be
corrupt. Rename it and see if that effects an improvement.

settings are stored in the template (by default normal.dot).
Why are you clicking 'reset'? I would have thought that would be the last
thing you needed to do. Position the toolbars and save the template.
