If the add-in is for Word 2000, then it may not be possible to get it to
work reliably in Word 2003, however it is possible that installation routine
looks for the Office 2000 start-up folder to deposit an add-in template.
That folder is not used by Word 2003, which employs its own Office startup
folder at
C:\Program Files\Microsoft Office\OFFICE11\STARTUP.
Installing Office 2000 first would create the folder, though it would not
automatically be used from there.
If the global template add-in is not present in this folder or the Word
startup folder then it will not be loaded automatically. Check tools >
templates and add-ins to see if it is listed and checked.

Word may have disabled the add-in Check Help >: About Microsoft Word >
