The ruler spacing is controlled by the drawing grid (on the Drawing toolbar,
Draw | Grid | Snap to Grid; the grid interval can be changed as well). You
can override the grid by pressing Alt while dragging. By default, however,
there are detents every 1/16 inch.

a PS if I might-
With only have 2 decimal places for horizontal spacing , I get a cumulative
error from left to right trying to get 1/16 or even 1/8 spacing. Any way to
increase the precision?

Actually, yes. If you enter the grid interval as three decimal places, it
will retain that information even though it displays only two. There may be
a bit more to it than that, but that's the general idea.
