ini files for Word/Excel viewers?

We would like to prevent more than one word/excel viewer
opening at a time.  In other words, re-use any viewer that
is already open.  Is this possible with an .ini file
modification?
The PCs in question only have word/excel viewers for
reading word/excel documents.  They frequently have
multiple instances of the viewers open which interfers
with other software.
We want the PCs to only have one word viewer and one excel
viewer open any any one time.

nope, you need active code to test the presence of a local task and
reuse that reference to be 100% certain.
