I'm having a major problem setting tabs and margins using
the sliding ruler.  Instead of moving in increments
of .25 or something practical, the ruler moves in
increments of decimals and such.  I just want to change
the ruler precision so that I can get this thing back to
normal.

Look at Draw | Grid on the Drawing toolbar. Make sure that "Snap to grid"
isn't checked, and you may want to change the grid interval. Pressing Alt
while dragging the sliders will override the grid. If you are seeing
measurements that are not in inches or centimeters, they're probably
"character units." See http://www.gmayor.dsl.pipex.com/Character_Units.htm
