Quotation Mark problem, using Office XP/Word

From day one the following has occured:
When I type a quotation mark before a letter, an umlaut
appears over the letter. In order to get a quote, I have
to "force" it (just did) by typing a space after the
quote before the letter, and similarly for the end quote.
But the space does not actually appear. And the quote
only appears after a space is typed.
This problem exists in all typing--Word, Outlook Express
emails, even in Notepad!
PLEASE someone give me a solution. At first I couldn't
type quotes at all..then I configured something and
worked it out. But it's very annoying.

You have an international keyboard layout enabled. See Control Panel |
Regional Options or Keyboard (Input Locales).

YES!!! I went to Control Panel:Regional & Language
Options Icon. Languages > Details: Setting > Top pull-
down menu and changed the selection from US-International
to US.
Solved....I think.
