I have used outline for years. On my new 2003 version I
hit format, bullets and numbering, outline, and then
select an outline format. When I hit enter it puts the
outline number on the document, but when I hit the tab
kep it does not indent to the next level. I worked on it
for an hour and then uninstalled it and put the XP
version back on so I could use the outline feature. My
son has the same problem, both are using 2003, and a Dell
laptop.

It isn't that this changed between versions, just that you (and your son
also) have an option set differently in your XP and 2003 installations.
That settings is found in Tools>Options>Edit, and is called "Tabs and
backspace set left indent". It needs to be checked on your 2003
installations for them to function in the way you expect.

In Word 2002 and 2003, this option is found on the AutoFormat As You Type
tab of Tools | AutoCorrection Options and is labeled "Set left- and
first-indent with tabs and backspaces."

This is one of those really annoying changes, not only because it was moved
to such an unlikely place but also because the unnecessary hyphens irritate
me every time I have to cite the option text!

I am having the same problem.
The solution that I have so far is: clicking on the Indent
to move to level two and and Decrease Indent when going
back to level 1. Hope this helps...

You need to check one of the following options:
For Word 2000 and earlier: Tools > Options > Edit: "Tabs and backspace
set left indent."
For Word 2002 and later: Tools > AutoCorrect > AutoFormat As You Type:
"Set first and left indent with tabs and backspaces."
