I'm editing text prepared elsewhere and need to reformat
bulletted text.  However, the icon on the toolbar is
greyed-out and the options under 'Format' are not
available.  What si going on?

Maybe a section in your document is protected for forms. besides
which, you shouldn't be using that button, you should be applying the
List Bullet style.
