Outline num + paragraph num + xref

How can I combine outline numbering with list numbering as a construct to
build cross references to paragraph
numbers and itemized list(s) in tables?  I want paragraphs to be
autonumbered below section levels where the root number may be a Heading 1 to
a heading 7:

I'd like to xref Paragraph 1.2.4-5 (or Table 1-5, or item 1.2.4.3-1 in Table
1-6).  

It seems this numbering scheme has to be set up with a combination of
outline numbering and list numbering, but I don't know how to include the
outline heading number (for
heading levels 1-7 (or in appendix, heading levels 8 and 9 are equivalent to
Appendix A and A.1) as a prefix to the paragraph or item number.

I tried creating a Label, but this is a problem to input or create as a
cross reference, esp in a table.

I'm not sure I understand your question. You want to cross-reference a
numbered paragraph. If your paragraphs are outline-numbered (as described at
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html), you should
be able to Insert | Reference | Cross-reference to Heading: Heading number
(full context).

Is the following what you want?

1 Heading 1
1.1 Heading 2
1.1.1 Numbered non-heading paragraph
2 Heading 2
2.1 Numbered non-heading paragraph

In other words, do you want a non-heading to be numbered at a level
lower than the preceding heading? The only way to accomplish this kind
of flexible numbering is to use fields. You have two options: either
use AUTONUMLGL fields or LISTNUM fields. Look them up in Word Help,
but feel free to return with questions, if necessary.
