updating TOC - removes section/br or page br

Using Word 2003
I inserted Table of Contents, followed by a section break (next page).  
Nothing new!

When I update the "entire" TOC (and not just the page numbers), it removes
the section break, so the body of the document shows up on the TOC page.  I
get the same behaviour with a page break.  I know that the TOC wants to be in
its own section and that's how it's setup.  

Why is this happening?  This wasn't a problem in previous versions (at
least, not for me).

The TOC does not have to be in its own section or even on its own page, but
if you do insert a page or section break, it is all too easy to get it
inside the TOC field (which guarantees that it will be deleted when you
update the field). Make sure that you have at least one empty paragraph
between the TOC field and any page or section break. You could also try
formatting the first paragraph after the TOC as "Page break before."

Thanks for the response Suzanne.  I originally had extra spaces after the TOC
... but I just noticed that when I inserted the section break (in my attempt
to resolve this), I must have removed the extra paragraph marker.  

As a test, I added a page break to the style - that worked ok, but I then
undid that, and simply inserted the extra paragraph marker (to keep it simple
for those who also have to work on the document)and that also worked.
