How do I restart footnote numbering in the middle of a document in Word 2003

I have made a "section-break" and followed the directions in the "Help"
Insert menu->Reference->Footnote, click "1" (it is already 1)
In "Numbering: I presume you need "Restart each section"
In "Apply changes to:" I selected "This section"
I hit "Apply" but nothing seems to happen.
I clear the box with the "x"
The footnote numbers are not changed.
If I do the above but hit "insert" instead of "apply" the error message:
"Start At must be between 1 and 16383 for this format." appears.
This does not make sense since the "Start at:" number cannot be set outside
this range in the first place.
