Referencing the Header Number?

I have a sequence that I use for numbering equations automatically.  Is
there some way to have it include the number of the current header as part
of this as well, so that I get something like 1.2 for my seq number wherein
the 1 is the current heading number and 2 is my seq number?

Have you checked the "Include chapter number" box in the Caption dialog?
