Problem/Bug in Cross-refrencing to a paragraph number of an outlin

HI

I have had a problem on several different machines with inserting a
Cross-Reference to an Outline Numbered List. This is initiated by going to
the Insert Menu and clicking on Reference->Cross-reference. That brings up
the Cross-reference menue window where you would select a Reference-type of
"Numbered Item" and for "Insert reference to:" you would select "Paragraph
Number". The "Insert as hyperlink" and "Include above/below" boxes are NOT
checked.

The consistent problem is that if, in the "For which numbered item:" area,
you select any level 1 numbered item, then the reference resolves to a "0".
If you select any other level, then the reference correctly resolves to the
full outline number.

Has anyone else experienced this problem? Can anyone suggest a workaround?

Can't seem to reproduce this error in Word 2000 whether the "Insert as
hyperlink" or "Include above/below" boxes are checked or not.

Are you using the Heading 1 style?  If not, what style are you using
for level 1?

My current Version is Word 2002, SP3

When I go to the "Customize Outline Numbered List" screen the "Link Level to
Style" box is set to "(no style)". Whats wierd is that I can insert a cross
reference to any other level... its just level 1 that resolves to a zero. The
problem is also repeatable on all of my 2002 or 2003 machines.

Each level of numbering that's actually used in a list template should
be linked to an outline-numbered style. So link level 1 to Heading 1 or
whatever style you're using and then make sure the other used levels
are linked to the same set of styles.
