You can't change the Word defaults. What you can do is create the numbering
scheme you want in a template and then base your documents on that template.

Is that true for newer versions of Word, as well? It seems like there
should be a way to customize normal.dot.

You can indeed customize *styles* in Normal.dot; what you can't do is
customize the numbering formats in the List Gallery in such a way that you
can be sure what number format you'll get if you use the Numbering button on
the Formatting toolbar (which always applies the last-used number format).
