Caption numbering goes bonkers from 2003 to 2000

I read through this board a bit, and it seems there might be a previously
known issue here, but here's the situation:

Captions applied to an existing document using Word 2003.  There are track
changes throughout the document (including the insertion of the Captions).
When sent to Word 2000 Pro users, the numbering gets loopy--in one document,
the numbering went to odd-number numbering, in another, some table numbers
were skipped both in the text and in the TOC.

This problem has been duplicated on other PCs under similar scenarios.  Is
there a known problem, or better... a known fix?

Usually, anything that Word numbers goes bonkers while tracking changes, but
will sort itself out once all changes are Accepted.
