How can I customise a table of contents

I have a problem I'm sure can be sorted using field codes, but don't know how.

I have a template that has fixed text for each heading level 1 (ie., 1.0
Introduction, 2.0 Responsibilites, 3.0 Procedures)

Each heading level 1 can have multiple heading level 2 and 3. I only want to
use styles Heading 1 - 3 for all sections.

BUT in the TOC I only want to list Heading level 2 and 3 for 3.0 Procedures
and only list heading level 1 for the others.

Can someone help?

One way around this would be to add TC fields (indicating Level 3) to the
Heading 3 headings for Procedures. In the TOC Options, clear the 3 from the
Heading 3 item and check the box for "Table entry fields."
