TAB through outline numbers

Word2003... I have selected outline numbers. I have clicked on "Set left- and
first-indent with tabs and backspaces". I can go from 1) to a. using tab now
that that option is selected. What I cannot do is get it to go to 2) using
shift TAB or the decrease indent button. There is probably just a step I'm
missing, but I cannot seem to find what it is on my own :(  Can anyone help?

Make sure that the cursor is at the beginning of the paragraph when
you press Shift+Tab.
