Outline Number without using the First Level

Good morning,

I have a client who wants to setup a document using the following number
outline.
1.1, 1.2, 1.3, 1.4, 2.1, 2.2, . . .

Is there a way of setting this numbering scheme up without using the first
level which triggers the number to go to 2.1?

Apply numbering to a higher-level heading and format it as Hidden (and
follow it with "Nothing").
