I am creating a report that I want to have the following heading
brreakdown:
Executive Summary (1 page)
1.0
1.1
1.1.1
etc
2.0
2.1
2.1.1
etc.
Appendix A
Appendix B
etc.
I know how to do the appendix (using Header 6, Header 7, etc), but I am
having trouble with the beginning portion. I Want the Executive
summary to have no number on it, but still use the header 1 style, but
I cannot get it to work. How do I make that heading different, but
still have it appear in the automatic TOC??

Create a heading style that is identical to Heading 1 except for the
numbering (but not based on Heading 1 or it will inherit the numbering).
Give it an outline level of 1, and it will appear in the TOC automatically.
