Hi Nancy:
This is a job for text boxes.
Add text boxes, put your bullets or numbers in the text boxes, and apply the
border to the text box, not to the paragraphs.
But before you do this, have another look at your page (print it...). Are
you SURE you need the borders? Usually a page looks better without them :-)

Actually text boxes didnt work either. They would not move everything else
down as we typed. I ended up using a single column table and that worked
perfectly.
