Numbering with quotation marks

I would like to have smart quotes within a number style but the quotes remain
straight quotes - even if I search and replace for smart quotes.  It would
look like this:  Exhibit "A" but the quotes would be smart instead of
straight.

You can use Copy/Paste (Ctrl+V) or Alt+codes to insert the smart quotes in
the numbering dialog.
