Bullets / sub bullets intendation

How do I make the 2nd line of bullets always indent the same?

The problem I am having is that when I create a 1st bullet, I press
enter then Tab and have the 2nd/sub-bullet. Then I reformat it to
indent a little less than Word did by default.  Then I press Enter and
Shift-Tab to start another 1st liner and then Enter and Tab for
another set of 2nd line or sub-bullet and it indents that bullet not
the way that I reformatted the previous set (less indent) but as it
did originally by default.  Here is what I mean:

* Hello world
   - Hi there      <---- this is after I change indentation to be a
little less by playing with the horizontal ruler
* Hello again
          -Hi again        <---- this is the default indentation
which is inconsistent with the above changes

So how do I make all sub-bullets (or 2nd line bullets) become
consistent in indentation after I reformat the first set?
