page numbering

In a merged document, all my page numbers are "1". I have
tried setting up the numbering before the merge and
after, and it doesn't seem to matter.

This is normal for a Letter, Envelopes, or Labels merge. If you're shooting
for continuous content, use a "Catalog" merge ("Directory" in Word 2002).
