When I tab in an outline, it doesn't move to the next level!

help!  it's like this in every document and it's driving me crazy.
i've tried everything i can think of.  but when i'm in an outline in
word, and i hit *enter* and the *tab* it simply tabs over, it doesn't
create a new lower level (does that make sense?)  so, in essence, this
is what happens:
I. Intro
II. *tab*     Chapter 2

Instead of:
I. Intro
     A. Chapter 2

any ideas????

For Word 97/2000: Tools | Options, Edit tab: "Tabs and backspace set
left indent."

For Word 2002/2003: Tools | AutoCorrect, AutoFormat As You Type tab:
"Set first and left indent with tabs and backspaces."
