When selecting bullet or style change, applies to entire document

Greetings -- When working in Word and trying to format a bulleted, numbered
list it applies it to the entire document.  Just wondering if I'm dealing
with a bug here that may be initialized when I open a new blank document?
Any guidance would be greatly appreciated.
