The outline levels of the built-in headings cannot be modified. Why do you
want to do that? If it is for the purpose of creating a TOC, note that you
can assign a custom *TOC level* to each of the heading styles, when creating
the TOC. See the "Using the TOC Options" section in the article at
http://sbarnhill.mvps.org/WordFAQs/TOCTips.htm.

I wanted to do it simply to make the style names more intuitive -- "Chapter"
instead of heading 1, then heading 1 below it. Since I can't change the
levels, I'll just go ahead and use heading 1 for the chapter titles. Thanks.

Although you cannot rename a heading style, you can specify an additional
name, an alias, for it: In the Modify Style dialog box, in the "Name" box,
add the list separator (usually a comma for English versions of Word) and
then type the alias.
