Heading numbering not displaying correctly (Word 97)

My company's documents use numbered headings (Heading 1 is
numbered 1., the next is 2.; Heading 2 is 1.1, 1.2, 1.3;
etc).

Occasionally these numbers will suddenly start at 1 again.
For example, in one document, 3.4.1 displays as 1.1.1, but
3.4.2 is fine. If we re-apply heading 3 style, it usually
goes back to 3.4.1, but saving, closing, and re-opening
makes it re-occur. Usually it will print ok, but not
always.

MS told us that removing any characters formatted in the
Symbol font would fix this problem, but there are no
Symbol characters in our documents anymore.

If this is the bug I think it is, then IIRC Wingding bullets can also cause
the problem.
