Legal Line Numbering

I am frantic on how to create a California standard legal page
TEMPLATE with all the lines numbered in the 12 point Courier font with
exactly 28 lines per page, two pages long. In other words ... I have
having trouble adjusting the leading or the space between each line so
that exactly 28 lines fit on the page. Can anyone help?
