List numbering problems with protected sections

I have been using a document with a protected section
(contains a form that needs to be filled in). In a
subsequent section (that is not protected) I have been
creating some numbered lists. Unfortunately it will not
allow me to restart the list number, the restart
numbering/continue numbering options are disabled from the
drop down menu.

After a bit of detective work I found out that if I
unprotect the section that was previously protected, the
numbererd lists can be restarted as desired.

Is this a bug, or have I missed something basic in how
protected documents work?

Many of Word's features are unavailable in protected documents (even in the
unprotected sections). The thinking on this seems to be that online forms
are intended for very basic data entry, and the intention is to protect the
form from users' creativity/damage. A workaround is to use a UserForm for
data entry instead. This leaves the document fully functional after the
required data has been entered.
