Do your headings already number properly? If so, then go
to your Contents page and open up the Styles and
Formatting pane. Make sure you can see TOC 1, TOC 2, TOC
3, and TOC 4 in the pane to your right. If you can't,
click on teh "Show:" menu at the bottom of the pane and
go looking for them (hit custom, and then click them to
show).

Go ahead and do manual paragraph formatting to the first
level of your contents. When the first instance of it
looks the way you want them all to look, then, with the
cursor sitting on that line, right click on the TOC 1
style in the right pane, and click Update to Match
Selection.

Do the same for the second heading (this time, making
sure you have an appropriate indenting, etc.). Then,
again, right click on TOC 2 and select Update to Match
Selection.

Do this for all four styles. If you know you will always
want to have your TOC levels appear exactly in this
fashion, then consider using the Organizer to copy these
style settings to your global template.
