Outline Numbering Not Responding

Please can any one help me with the following numbering
scheme:

Level 1 should be Article I. centerd with two single
lines following the text e.g.:
Article I
Definitions

Level 2 should be Section 1.1
Level 3 should be (a)
Level 4 should be (i)
Level 5 should be A.
Level 6 should be 1.
Level 7 should be i.

If the problem is the two lines for Article, you might also want to see the
