How can you double underline a number in a Word document?

If you like keyboard shortcuts, there's a built-in one:
Ctrl+Shift+D

Double underlining is an "on/off" direction.  
Hit Shift Ctrl D to turn on double underscoring, type
your number (which will double underline as you type it)
then hit Shift Ctrl D to turn it off.
