I have a document that I am trying to number with a
combination of heading and outline numbering.
I would like to see:
1. Heading
1.1 Ouline
1.2 Outline
1.3 Heading
1.3.1 Outline
2. Heading
2.1 Heading
2.2 Outline
I can't get the heading and outline numbering to interact
correctly.
Any suggestions?

Is there a reason you cannot use legal outlining style? If you
need headings for a TOC or document map, you may be able to link
the desired styles to the outline levels (I've never tried it, but
it should work), or manually mark the text.

Heading numbering *is* outline numbering. You just want a mix of heading and
body text styles in a single outline-numbered list. See
