Can't change numbered list numbers

I am using Word 2000 and am having trouble with numbered
lists.

I have many numbered lists in my document that are working
correctly.  However, I have a few that are continuing the
numbering from the previous list and will not let me
restart their numbering.  (I tried Format, Bullets &
Numbering, Restart Numbering but Restart Numbering is not
available.)

These numbered lists are also part of some tracked
changes, but the system also won't let me reject the
change (i.e., go back to the original numbering which was
correct).

Any ideas what to do to fix them?  There are several
throughout the document like this.

Hi JAZ

If you are getting strange entanglement between list numbers and tracked
changes, I would suspect there is a brewing document corruption. Have a look
at http://word.mvps.org/faqs/apperrors/CorruptDoc.htm

Numbering is always pretty hit and miss unless you use styles.
