outline starts new page

I have a 4-page document that had 2 titles, a paragraph of explanatory
text, then an outline for the rest of the document.  It had been cut
and pasted so much that the outline was a mess.  I saved this document
as a .txt file, removing all formatting except carriage returns.  I
then saved it as a .doc and bolded my two titles, changed the font on
the beginning paragraph, selected the remaining text and applied the
outline.  Worked pretty well, but I needed to change the default
styles of the outline so that a different and smaller font would be
used.  Also for Heading 1, I put a 6 pt space before and a 6 pt space
after for a little separation.

No matter what I do, I cannot get the outline to begin on page 1.  It
skips to page 2, so that I have this huge blank area on page 1 and the
document is now 5 pages instead of the 4 it should be.  I've tried
"keeping lines together," turned on codes and there is not page break
to be seen.

Any suggestions on how I can make the outline start where it's
supposed to, right after the short paragraph on page 1?  Thanks for
any help!

If you created the outline using Word's built-in heading styles, then what
you've run into is that, since Word assumes that a heading will be followed
by some Body Text, all the heading styles are formatted as "Keep with next."
When you're using them as the only styles in an outline, you need to remove
this property (Format | Paragraph | Line and Page Breaks); otherwise they
just keep chasing each other.
