Page X of Y initially incorrect, prints correctly

The document is in 'print layout'.  There are 2 pages.  
The first has a table in the header, with 'Page X of Y'
nested in the table.  The second has a different table in
the header, with 'Page X of Y'.  It is necessary to have
tables in both headers.  

When I first open the document, the total page numbers is
incorrect (1 of 1).  If I immediately print, it prints out
1 of 2.  Also, once I click inside the header on the first
page, it changes from 1 of 1, to 1 of 2.  Page numbering
is always correct on 2nd page.  There are no page or
section breaks in the document.

Can anyone explain what's going on and how to fix it?
