Well, if "Page break before" isn't the problem, you could look for
"Keep with next" (both options are found on the Line and Page Breaks
tab of the Format > Paragraph dialog box). "Keep with next" forces a
paragraph to be on the same page as the following paragraph, which is
especially useful for headings, but if multiple paragraphs in
succession have this formatting, it can cause trouble, since Word
needs to insert a new page at some point. Note that Heading 1-4 have
this formatting by default.

Yes, Keep with next is selected for Headings 1-4 and not
selected for Heading 5. Curious that the break after 5
happens even in the middle or top of the page. I'll try
using Keep with next on all the heading styles.

Is this is an outline using heading styles (and no body text), you need to
*remove* the "Keep with next" formatting for all styles. You are just asking
for grief if you
apply it to all because that just makes Word crazy and the document
unstable. The reason Word is breaking after the first Heading 5 is that this
is the first place you have given it permission.

Suzanne, your response makes sense, except that the
documents flow from page to page just fine, until it hits
the fifth level. Then, no matter where on the page this
happens to rest, a page break occurs. I'll remove
the 'keep with next' from all styles and see what happens.

That's correct. Word will break "Keep with next" paragraphs as needed to
make up pages, but it will also take advantage of any "legal" break. Remove
the "Keep with next" property from all your heading styles if you're not
interspersing them with body text.

Are you sure it's adding a page break, and it's not that the paragrap
formatting is set to Keep with Next
Do you have "Keep with Next" checked
